The ambition of “Chips for Europe” is to increase Europe’s share of the semiconductor market from 10% to 20% by 2030, making Europe more competitive and resilient to supply crises.

In 2025, the European “Chips for Europe” initiative includes two calls for projects aimed at strengthening Europe’s position in the semiconductor industry:

• Call “A Pan-European infrastructure for Chips Design Innovation“
  • Target audience: educational institutions, research organisations, SMEs, public and private companies, as well as other entities established in EU Member States or in countries associated with the Horizon Europe programme.
  • Objective: to create a platform that supports the growth of the European design ecosystem by promoting the re-use of designs, enabling the exploitation of advanced technologies in various application areas and providing a base for deep-tech start-up.
  • Funding: the total budget for the call is €12,000,000. The EU contribution may cover up to 100% of eligible costs, depending on the type of organisation.

• Call “Open-source EDA tools development”
  • Target audience: research institutes, universities, SMEs, start-up and other organisations involved in the development of EDA software or the design of integrated circuits, wishing to contribute to the development or improvement of open source EDA tools.
  • Objective: promote the development of open source EDA tools to facilitate the design of electronic circuits, offering alternatives to proprietary solutions and encouraging collaboration within the community.
  • Funding: 30% for SMEs, 50% for universities and non-profit organisations, 20% for companies other than SMEs
